MEXICO CITY — Mexican women dating and modern marriage. Legislators in Mexico City have proposed a controversial marriage law that's created a battle of words between leftist lawmakers on one side and the Roman Catholic Church and tradionalists who believe in family values and loyalty in marriage on the other side. The new bill would issue a temporary marriage license with a two-year expiration date. It also would require finance and custody-related prenuptial agreements to be in place before the wedding ceremony.
Lawmakers stated that the proposed law will cut down the lengthy, divisive divorce proceedings tying up the capitol district's courts, by having potential couples decide about monetary and custody issues by mutual agreement before they get married.
The bill also states "the duration of the marriage will be bound by the terms that the couple negotiate in the familial agreement, which shall not be less than two years."
Carlos Torres, spokesman for legislator Lizbeth Rosas, one of the bill's sponsors, said "People can specify terms of 99 years, or 'til death do us part,' if they think the marriage, or their lives, are going to last that long."
Catholic spokesmen see it in a different light. Asking couples to put a "sell-by" date on wedding vows is "totally absurd," said the Rev. Hugo Valdemar, spokesman for the Catholic archdiocese for the capital region. "This is a proposal made by people who do not understand the nature of marriage. It is not a commercial contract; it is a contract between two people for a life project, and the creation of a family."
"This denigrates the concept of the family ... and makes it more like a pact between friends," he concluded.
Many pundits have commented on the "double standard" in Mexican society. Mexican men often are invloved in extramarital affairs and "flings" while Mexican women are renowned for their fierce loyalty. Maria Garcia White has stated, "It is this reason that so many Mexican girls dream of marrying American and Canadian men -- they see them as being more faithful, more romantic, more family oriented. Above all else, Mexican girls want a till death do us part, happy ever after marriage."

Leonel Luna from the leftist Party of the Democratic Revolution stated, ""Almost 50% of couples in Mexico City end up in divorce," Luna says. "What we're trying to do is acknowledging reality and creating a mechanism that will allow couples to end their marriage without going through the additional pain and suffering of a legal battle."
CNN reported that Norma Ojeda, a sociologist at San Diego State University who has researched marriage and divorce in Mexico, said that at first glance, the proposal seems like an unnecessary law that would simply create more bureaucracy.
As it is, she said, the majority of marriage dissolutions in Mexico -- 70% -- come not from a formal divorce but from informal separation.
As a country, Mexico has the second largest Catholic population in the world after Brazil, and many say the bill goes against the beliefs of most Mexicans.
The Reverend Jose de Jesus Aguilar, a spokesman for the Mexican Conference of Catholic Bishops and the Mexico City Archdiocese, has attacked the bill. "Mexico is suffering very serious problems precisely because we're losing family values. I think that instead of creating all kinds of comfortable rules for political purposes, legislators should focus on promoting strong marriages and family values," he stated.
When asked if Mexican marriage laws are accepted in the U. S. and Canada, a civil official replied, "As of now, there has been no change in Mexican marriage law, which is recognized in Canada and America."
